[Findit] Flake Analyzer - Reference flake swarming tasks by commit position instead of build number

get and set using master_name, builder_name, step_name, test_name, commit_position

New design of determine true pass rate pipeline does not rely on flake swarming tasks this may not be necessary

Status: WontFix (was: Assigned)

New design of DetermineApproximatePassRatePipeline deprecates the need for FlakeSwarmingTask altogether. This bug is now obsolete
