wasm failing on chromium.perf/Android One Perf

The test went from 100% passing to 0% passing, so it should be an easy bisect. I'll disable and kick off the bisect now.

Actually... it looks like wasm doesn't report any metrics, so I can't actually do a return code bisect. The best I can do is disable it and link to the flakiness dashboard showing the breakage's obvious revision range: https://test-results.appspot.com/dashboards/flakiness_dashboard.html#showAllRuns=true&testType=wasm&builder=chromium.perf%3AAndroid%20One%20Perf&sortOrder=forward
