Site isolation enabled: Gmail does load in browser without several attempts

Issue description

Chrome Version       : 63.0.3239.132
OS Version: 10.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1. Open Chrome browser.
2.Enable Site Isolation as per instructions at: https://www.chromium.org/Home/chromium-security/site-isolation#TOC-Known-Issues.
3. Relaunch Chrome browser.
4. Start the Chrome App Launcher.
5. Select Gmail from the App Launcher page.

What is the expected result?
I expect to see my Gmail Inbox in a new browser tab.

What happens instead of that?
Generally this opens a blank Gmail frame with an empty loading bar (see attached screenshot).  Usually no progress shows on the loading bar (I have waited several minutes).  Sometimes, if I close and reopen Gmail via the Chrome App Launcher loading will complete and Gmail is there and ready for me to use! 


Please provide any additional information below. Attach a screenshot if
possible.
1. If I then Disable Site Isolation I can load Gmail immediately, first time as usual, no problem.

Likely same as  issue 799312 .  A workaround until this is fixed is to manually navigate to gmail.com in a tab, rather than using the app launcher.
