Chrome always launches in English irrespective of the language setting in Windows 10

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36 Steps to reproduce the problem: 1. In Windows 10, go to "Settings"-> "Time & Language" -> "Region & Language" -> Choose a non English language and select "Set as Default" (from English (United States) 2. Open Chrome and observe that the display language is still in English (United States). What is the expected behavior? Chrome should change its display language based on the language set in the Windows 10 settings. What went wrong? The display language is always English (United States) in Windows 10 irrespective of the language set in the settings. Did this work before? N/A Chrome version: 63.0.3239.84 Channel: n/a OS Version: 10.0 Flash Version: Shockwave Flash 28.0 r0

Tested the issue on reported chrome version 63.0.3239.84 and on the latest canary 65.0.3322.0 using windows with the below mentioned steps. 1. Navigated to Settings>Time & Language> Region & Language 2. Selected Hindi and clicked "set as default". 3. At the bottom right of the screen selected Hindi We are able to see the Hindi language being selected after changing the settings as mentioned above. Attaching the screen cast of the same. @Reporter: Could you please check the screen cast and let us know even the issue seen after changing the language at the bottom right corner.
