Site isolation breaks gmail with locales in the url

Issue descriptionChrome Version : 63.0.3239.132 OS Version: OS X 10.13.2 URLs (if applicable) : https://mail.google.com/mail/ca/u/0/#inbox Other browsers tested: Add OK or FAIL after other browsers where you have tested this issue: Safari: Firefox: IE/Edge: What steps will reproduce the problem? 1. Visit https://mail.google.com/mail/ca/u/0/#inbox, ensure it is working properly 2. Enable site isolation (chrome://flags#enable-site-per-process) 3. Visit "https://mail.google.com/mail/ca/u/0/#inbox" note that it no longer works 4. Visit "https://mail.google.com/mail/u/0/#inbox" note that is still works What is the expected result? Gmail should load with existing urls. What happens instead of that? Gmail fails to load. Please provide any additional information below. Attach a screenshot if possible. The symptoms here seem similar to issue 799312 -- it's likely that a subframe of GMail somehow ends up in a separate process when it shouldn't. I've confirmed that I'm hitting this on my corp Mac 63.0.3239.132, with --site-per-process, in the same profile as what I used in https://crbug.com/799312#c15 .

And I think I know why the /ca matters. It's because the GMail App (pjkljhegncpnkpknbcohdijeoejaedia) covers the following URL extent:
"urls": [ "*://mail.google.com/mail/ca" ]
