Fix and re-enable testGetRemotePortAndIsHTTPServerRunningOnPort on chromeos

Issue description

The following test in cros_interface_unittest.py
https://cs.chromium.org/chromium/src/third_party/catapult/telemetry/telemetry/core/cros_interface_unittest.py?rcl=05e7920beded13e9aab15a5b48bb164de1f3c5e3&l=76

should be fixed and re-enabled.

This should no longer be blocked by work on the cros forwarder.

+achuith could you triage for someone to look into this?
