Remove SigninTracker

SigninTracker is only instantiated in OneClickSigninSyncStarter.
It does nothing except forwarding observer calls to the OneClickSigninSyncStarter.

We should remove this class and merge it with OneClickSigninSyncStarter.

Some of the events that are observed are useless (the cookie changes) and should be removed.
