warn if cl owner and git author differ on upload

it's possible to upload to user@chromium.org with Author: user@google.com in the git commit.

If that happens, gerrit searches for owner: and author: will differ (which is unexpected at the very least).

Maybe warn on upload?

Yeah, there's a lot of ways that identity management could be better. This might help. I think I'm going to leave this until we have a better sense of what the upcoming changes to gerrit identity management bring, and then see how we can leverage those on the command-line side.
