Issue descriptionChrome Version: 64.0.3282.54 OS: Win 7 What steps will reproduce the problem? 1. Install and launch chrome. 2. Exit chrome. 3. Navigate to "C:\Users\chromeqa\AppData\Local\Google\Chrome\UserData\Default\Secure Preferences" and edit MAC values for Protected preference which would be under "protection" i.e., Show homebutton, DSE, etc.. 4. Relaunch chrome using enforcement flags. (Tried launching using Chrome.exe --force-fieldtrials=SettingsEnforcement/enforce_on_load/ and Chrome.exe --force-fieldtrials=SettingsEnforcement/enforce_always/) What is the expected result? Chrome reset banner should be displayed in Chrome://Settings page. What happens instead? Reset banner is not displayed upon launching Chrome with field enforcement flags and upon editing Mac values in "Secure Preferences" file. csharp@ -- Could you please look into this issue. Hi @pnangunoori, I tried reproducing on the current stable (64.0.3282.119) and was not able to reproduce the issue. The reset banner was displayed when navigating to chrome://settings. Could you see if you can reproduce the issue? Thank you!

Tested on latest Stable #64.0.3282.119 and still able to reproduce the issue (Reset banner is not displayed upon launching Chrome with field enforcement flags) on Windows 7 by following the steps mentioned in the original comment. Attached the screencast for reference. Thanks!
