accept-language in http request header not match the language list of "languages and input" settings

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS armv7l 9901.77.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.97 Safari/537.36 Platform: 9901.77.0 (Official Build) stable-channel daisy Steps to reproduce the problem: 1. visit a website. 2. look at the accept-language in http request header by "developer tools". 3. compare with the language list in "languages and input" settings,and not match. What is the expected behavior? What went wrong? "accept-languages" not match and attached file show it. Did this work before? No Chrome version: 62.0.3202.97 Channel: stable OS Version: 9901.77.0 Flash Version:

This seems unrelated to Sync, and purely a language/translate issue, in particular because you're seeing this behavior consistently with only one device. Removing sync label.
