Early network requests are not recorded when using --auto-open-devtools-for-tabs

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
1. Start Chrome with the --auto-open-devtools-for-tabs flag.
2. Navigate to a page, e.g. google.com
3. Duplicate the tab.

What is the expected behavior?
The DevTools instance opened for the new tab should record all the network requests made.

What went wrong?
The DevTools instance misses network requests made early on.

Status: WontFix (was: Unconfirmed)
This is not a supported scenario at this time. Suggested workaround is to refresh the page after the devtools open.
