Scrollbar is visible in empty div with overflow: auto (under some conditions)

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. Go to https://jsfiddle.net/tb3ppxjv/1/
2. Change width of second column (where resulting UI is rendered)

What is the expected behavior?
Scrollbars should not be visible

What went wrong?
Horizontal scrollbar appears and disappears when div width equals some random values.

Did this work before? N/A 

Chrome version: 63.0.3239.132  Channel: stable
OS Version: 6.1 (Windows 7)
Flash Version: 

Div must have border and margins. Box-sizing doesn't matter.

UPDATE: It seems that bug appears only if non-standart system dpi is set. (right click on desktop -> screen resolution -> make text or other items larger or smaller -> medium - 125%)
