Seems like if I open Canary 65 via "chrome.exe --enable-feature=abc" the command line parameter is inserted before  --flag-switches-begin according to about:version. Essentially it says:

Command Line: chrome.exe --enable-feature=abc --flag-switches-begin --flag-switches-end

This resulted in --enable-feature=abc being ignored.
