I've seen this before myself, I do not think it is a recent regression, unless it can be reliably reproduced in 65 but not 64 with the same account?

I suspect this is WAI, if we sync a profile image quickly enough, but I don't actually know.

We should at least make sure this is intended behavior.

I agree with Steven.
I think it always worked this way.

In M62 (63?) we added new animated profile pictures, and it triggered "Choose image" dialog for all users that were new to M62. I think we need to check behavior prior to these animated images.

My issue is Set profile picture overlay is not seen after many trials i.e., after powerwashing or for other users(2nd user and so on..). We tried on 3 devices (Daisy,Kip,Reks) but unable to get Set profile picture overlay for any number of times.

kebalaji@, could you verify 'Set profile' appears after creating a new account? If so, this can be closed.

But for existing accounts, unable to see the overlay. Previously we used to get Set Profile picture overlay not for everytime, but for second user or powerwash of the device.

I'm seeing this issue on M66 as well. 
While creating brand new user account on the device, Set Profile Picture overlay is not seen. 
Even while adding existing user accounts on the device for the very first time (meaning the user account was never added before on the device), Set Profile Picture overlay is missed out.

Steps: Create/ Add user accounts from Sign in screen (Sign in screen> Add Person)

This used to work before, but on latest builds setting profile picture is not part of new user flow.
Tested on coral, sand on M66 (Chrome OS: 10452.19.0, 66.0.3359.43).

 Issue 837823  has been merged into this issue.

Issue still reproducible on M-69 (10895.18.0, 69.0.3497.31)
