Non-Regression: Unable to navigate to Sign-in to another user using keyboard in Ubertray

Chrome Version:65.0.3311.0/10280.0.0 dev channel Daisy,Kip,Reks

What steps will reproduce the problem?
(1)Sign in to one user after adding 2 users>> Click on Ubertray and start tabbing  
(2)When focus reaches the user >> Click on enter and try to tab or pressing down arrow

Actual: Focus is not navigating to 'Sign in to another user'
Expected: Focus should be seen on Sign in to another user when pressing down arrow

This is a Non-Regression issue seen from M55.

NOTE: Unable to navigate to Sign in to another user with keyboard. It's only clickable through mouse.

Pushing to M66 since this is a non-regression, but P1 since we should make this accessible via keyboard.

system: Allow keyboard navigation on user drop down menu on tray.

Allows user drop down menu to activatble so that it can be cycled
through.
Add a custom focus search so the drop down menu closes after all items
have been cycled through.
Migrate Closure to OnceClosure.
Make drop down menu a transient child of system bubble.

Test: manual
