REPRO STEPS:
1.Enable A11y
2.Put focus on any password input-box
3.Switch to Zhuyin keyboard
4.Open Menu list

  
Actual result: 
3.1 The compact layout of Zhuyin keyboard display.
4.1 "Switch to full layout" option appears in the Menu list.
