Regression : Unable to click on 'Shut down', 'Browse as Guest' , 'Add Person' and 'Three Dot Menu' options in Sign-out screen

Issue description

Chrome Version: 65.0.3311.0/10280.0.0 dev channel Daisy,Kip,Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now at Uber Tray select 'Sign out' option 
(2)In Sign-out screen try to click on 'Shut down', 'Browse as Guest' , 'Add Person' and 'Three Dot Menu' and observe unable to Click
(Please refer Video)

Expected: Should be able to click on 'Shut down', 'Browse as Guest' , 'Add Person' and 'Three Dot Menu' options
Actual: Instead Unable to click

This is Regression Issue as same is working fine in 65.0.3299.0/10277.0.0 dev-channel Kip
