Chinese keyboard not works when switch from Korean HW &Emoji panel

Issue description

Chrome OS Version: Version 65.0.3311.0 dev 32-bit
Chrome OS Platform: 101279.0.0 Official build dev-channel kevin
Google_kevin.8785.220.0


Steps To Reproduce:
1.Switch to any Chinese keyboard 
2.Switch to Korean keyboard
3.Go to its HW panel or Emoji panel 
4.Press ctrl+space key to switch back to Chinese keyboard 
5.Tap any key

Actual:
Chinese keyboard not works

refers to attached video

Note:
1.Also repro in normal keyboard 
2.Also repro when switch from Japanese keyboard, T13n keyboard; 
but if switch from T13n , only input English character in Chinese keyboard
3.If switch from xkb to Chinese keyboard, this issue not repro 
4.If switch from Korean main keyboard to Chinese , this issue not repro
