[Chrome Home] It is possible to enter the tab switcher by swiping down on the toolbar

Issue description

In Chrome Home, it should not be possible to swipe down on the toolbar to enter the tab switcher. ~9/10 times the gesture is blocked, but sometimes it gets through.

- Enable Chrome Home
- Swipe down on toolbar many times
- Observe tab switcher is entered
