Devtools blinks white background on opening, noticeable with dark themes

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. open devtools, go to its settings, set the "Theme" option to "Dark", close devtools
2. open any dark-theme site e.g. the attached test.html
3. open devtools

What is the expected behavior?
No blinking.

What went wrong?
White blink/flash of the entire devtools area.

Did this work before? No 

Chrome version: 63.0.3239.132  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 27.0 r0

Able to reproduce the issue on reported chrome version 63.0.3239.132 and on the latest canary 65.0.3310.0 using windows 10, Ubuntu 14.04 and Mac 10.13.1. As the issue is seen from M50(50.0.2661.0) hence considering it as non-regression and marking it as Untriaged.
