VR omnibox: Support zero-query suggestions when text field is empty

Prior to any text entry, we should supply a default set of suggestions, based on history/etc.  This is referred to as zero-suggest or zero-query.  See Clank's autocomplete JNI wrappers for a code reference.

This is not specified in the omnibox PRD, but offers value.
