Slight annoyance: page is wider than it should be, permitting sideways scrolling

Project Member Reported by charliea@chromium.org, Jan 4 2018

Issue description

I'm not sure if this happens on all machines, or just my Mac (which has a slightly smaller but still-large 15" Retina display).

For some reason, the content pane of Sheriff-o-matic always seems to be *slightly* larger than it should be, resulting in 50-100px of overflow that requires you to scroll sideways to see some content. I don't imagine this would require a huge fix, but it's definitely something annoying I've noticed.

Attached is a gif that illustrates the problem.

Also possibly worth mentioning: the reason this is particularly annoying is that, when sheriffing, I often want to address the oldest issues first. Because the alert time-since-firing appears on the far right of the content pane, I'm forced to scroll all the way off to the right to see that information, which then hides the first few letters of the name of the benchmark that's failing.
It seems like increasing the left padding on #somContent exacerbates the problem. It's currently set at 255px. Similarly, decreasing that padding to 150px eliminates the problem, but cuts off content, so it seems like the problem has to do with this left padding being wrong. It seems like the move from 197px to 198px is the first one in which I'm able to start scrolling, but I don't see why that makes sense.
