Steps to reproduce the problem:
1. disable crash and usage reporting
2. make crash
3. go into chrome://crashes
4. click for option for sending crash report
5. enable crash and usage reporting

What is the expected behavior?
This is good will from users, that they want to send crash report; they cannot be forced to have "usage and crash report" reporting enabled and chrome://crashes should have option for immediate sending concrete crash report and they should have option for disaplying what is sent

What went wrong?
chrome://crashes shows "upload request by user, not yet uploaded"
