PAC scripts that fail to be fetched are currently retried at 8 seconds, 32 seconds, 2 minutes, and then every 4 hours.

This is a reasonable policy for regular PAC URLs, since on failure we fallback to DIRECT.

However for "mandatory" PAC scripts the policy should use a much lower bound on retries, since the browse is effectively bricked if PAC can't be fetched.
