system_health.common_desktop failing on multiple builders

Builders failed on: 
- Mac Pro 10.11 Perf:

- Win 10 High-DPI Perf: 
  https://build.chromium.org/p/chromium.perf/builders/Win%2010%20High-DPI%20Perf

System health has been failing for a while somewhat consistently (maybe around 20%) on a couple of platforms. Going to go ahead and disable in all the places where this is happening.

Actually, I'm going to limit the scope of this bug to the most consistent failure: browse:media:flickr_infinite_scroll on Win 10 High-DPI Perf. I have a disable in flight for this right now.

I think this bug is fixed as is.  I filed  crbug.com/801596  to deal with the time outs.

Reenable Win system_health.common_desktop/browse:media:flickr_infinite_scroll

The bug was marked as fixed but the test is still disabled.
