[Mac] Different padding on the right side, when Bookmark button titles are elided

Chrome Version: 65.0.3311.0 Canary
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Add some bookmarks to the Bookmarks Bar
(2) Change the length of titles, so that they are elided at the end
(3) Hover over the button and compare the padding left/right

What is the expected result? What happens instead?
The padding on the right side has different sizes. It should have the same padding (4pt?) like on the left side.

Please use labels and text to provide additional information.
A screencast is attached. Please feel free to change the suggested M-65 milestone.

I'm not sure if this is practical to fix :/. The title is getting elided because the button has capped out at its maximum width (which is the same for both buttons in this example). I don't think we get feedback about where exactly the text was elided.
