Write unit tests for CWVWebView

This first step would be refactoring CWVWebView to take web::WebState in private initializer. 

Then we can use web::TestWebState to unit test CWVWebView.

Chrome has some tooling for measuring testing code coverage, so this way we will make sure that all cases are tested.
