Multiple NOTIFICATION_AUTH_NEEDED events on cros OOBE screen behind proxy-auth server

Issue description

When using a proxy server which needs authentication, multiple NOTIFICATION_AUTH_NEEDED events are fired on the Chrome OS sign-in screen from different webviews.

This made it necessary to filter on the webview showing gaia in https://chromium-review.googlesource.com/c/chromium/src/+/850472.

Investigate why this happens and if it is OK.

(maybe the other NOTIFICATION_AUTH_NEEDED request is from the EULA webview?)

Very likely the other NOTIFICATION_AUTH_NEEDED is from the eula webview, which attempts to load online eula when network screen claims there is an Internet connection.

I have not tried with proxy auth when converting eula iframe to webview. :p We need to verify that user does not have to enter proxy credentials more than once in this setup. 
That makes sense. I'll test the OOBE flow with EULA with a proxy-auth network next week to see what happens there, IIRC I went through that flow but don't remember if I had to enter proxy data twice.

(Note that OOBE is supposedly broken behind proxy auth according to bug 255258 though I can't remember that I could repro that.
I could repro enterprise enrollment being broken , which is due to https://bugs.chromium.org/p/chromium/issues/detail?id=127019#c93 )
