Show the status of personalization

In chrome://settings/syncSetup, there is a link to "Personalize Google services" which allows the user to turn personalization on or off for their Google account.

We could also show whether the personalization is on or off at the moment.

WebHistoryService already has access to this information: https://cs.chromium.org/search/?q=WebHistoryService::QueryWebAndAppActivity
