Regression : Enabled 'CONNECT' button is seen in 'Join Wi-Fi network' overlay for Corporate Wi-Fi network in OOBE screen

Issue description

Chrome Version:  65.0.3299.0/10277.0.0 dev channel Link,Samus and Winky.
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on 'Let's go' which navigates to 'Connect to network' screen
(2)Now select Corporate Wi-Fi network -> Observe enabled 'CONNECT' button in 'Join Wi-Fi network' overlay  
(Please refer video and Screenshot)

Expected: Disabled 'CONNECT' button should be seen in 'Join Wi-Fi network' overlay  for Corporate Wi-Fi network
Actual: Instead enabled 'CONNECT' button is seen in 'Join Wi-Fi network' overlay

This is Regression Issue as same is working fine in 65.0.3294.0/10216.0.0 dev-channel Link

This is actually WAI. Google-A is not configured at this point, but in the new UI we default the EAP method to LEAP, unstead of "unknown" ("Choose...").

We don't currently have any requirements for Identity or Passwprd for LEAP. I'm not sure what, if any, those requirements are.
