Regression : 'Keep me up to date with news and offers from Google Play' checkbox is seen missing in 'Google Play Terms of Service' overlay

Chrome Version:  65.0.3299.0/10277.0.0 dev channel Samus 
OS: Chrome

What steps will reproduce the problem?
(1)Sign into user ->Open Play store -> 'Google Play Terms of Service' window is seen -> click on 'Agree' button
(2)Now in 'Google terms of service overlay' -> observe  'Keep me up to date with news and offers from Google Play' checkbox option  is seen missing  
(Please refer Screenshot)

Expected: 'Keep me up to date with news and offers from Google Play' checkbox should be seen in  'Google Play Terms of Service' overlay 
Actual: Instead 'Keep me up to date with news and offers from Google Play' checkbox option  is seen missing 

This is Regression Issue as same is working fine in M-59

This is Regression Issue as same is working fine in M-58

Note : Issue is seen on M-59 also
