What steps will reproduce the problem?
(1)(1)Recover build -> In OOBE screen click on 'Let's go' which navigates to 'Connect to network' screen
(2)Now click on disabled 'Next' button and leave screen for few seconds and observe 'Chrome OS was unable to connect to.Please select another network or try again' Error message and observe message is seen misplaced
(Please refer Video and Screenshot)

Expected:
a)No such error message should be seen on clicking disabled 'Next' button
b)Error message should not be misplaced


Actual: Instead 'Chrome OS was unable to connect to.Please select another network or try again' Error message is seen on clicking disabled 'Next' button and message is seen misplaced

This is Regression Issue as same is working fine in M-63 i.e. No error message is seen on clicking disabled "next' Button

@alemate : Please confirm the Issue

Note : Issue is seen on M-64 Beta also
