Right click context menu doesn't open for links on 'What is a supervised user' window.

Issue descriptionChrome Version: 63.0.3239.132 (Official Build) 2e6edcfee630baa3775f37cb11796b1603a64360-refs/branch-heads/3239@{#709} 32/64-bit. OS: Win(7,8,10),Mac(10.12.6,10.13.2),Linux(14.04 LTS). What steps will reproduce the problem? 1. Launch Chrome, click on profile avatar icon at top right corner and select manage people option. 2. Click on ADD PERSON button and then click on 'Learn more' link to open 'What is a supervised user' window. 3. Now, right click on 'Help Center' or www.chrome.com/manage link and observe. Right click context menu doesn't open. Right click on context menu should open. This is a non regression issue, seen from M-55 series. Kindly review the attached screen-cast for reference.
