Regression: Arrow pointer is seen instead of hand pointer on PDF file.

Chrome Version: 65.0.3311.0 Revision e475c8f306fab051ba9e7bcba48479691ee6b9b3-refs/heads/master@{#526879}(32/64bit)
OS:Mac(10.12.6,10.13.2),win(7,8.1,10),Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to PDF (e.g. https://graduateland.com/api/v2/users/jesper/cv)
(2) Hover mouse on 'Print','Download' and 'Rotate Clockwise' option,observe pointer.

Actual: Arrow pointer is seen instead of hand pointer.

Expected: Hand pointer should seen.

This is a regression issue, broken in 'M65', will soon update the other info:

You are probably looking for a change made after 526153 (known good), but no later than 526154 (first known bad).

I think the underlying issue was same as  issue 797661 . Now that that bug is fied, can you please check if this still reproduces?

Does not reproduce in stable 65.0.3325.181, so I'll mark as fixed as per #3.
