Disable cache doesn't disable application cache anymore

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Steps to reproduce the problem: 1. Dev tools –> network –> disable cache 2. Refresh page 3. Application cache doesn't refresh What is the expected behavior? Application cache should refresh when cache is disabled (this used to be the case). What went wrong? Application cache not refreshing makes developing slow, since sometimes it hangs for quite a long time. Did this work before? Yes Couple of versions ago.. Chrome version: 63.0.3239.108 Channel: stable OS Version: OS X 10.13.2 Flash Version: Can't remember the specific version it used to work with, but it's definitely changed.

Unable to reproduce this issue on reported version 63.0.3239.108 using Mac 10.13.1 with steps mentioned below. 1. Navigated to https://bugs.chromium.org/p/chromium/issues/detail?id=798996 and opened devtools. 2. Opened Application tab >> Clicked on Application cache and observed no data. 3. In Network tab, disabled cache and refreshed page >> Repeated step-2 and observed no data. Attaching screencast for reference. @Reporter: Could you please check the video and let us know if we miss anything. This can be checked in any URL? or is it specific to any application? Please let us know above details, this would help in triaging of issue further. Thanks!

Try with http://webdbg.com/test/appcache/ Refreshing the page with "disable cache" on doesn't refresh the application cache. It used to do that couple of versions ago.

Able to reproduce this issue on reported version 63.0.3239.108, on latest stable 63.0.3239.132 , on latest canary 65.0.3315.0 using Windows 10,Mac 10.13.1 and Ubuntu 14.04 with link given in comment#3. Good Build: 52.0.2728.0 Bad Build: 52.0.2729.0 Unable to provide per-revision bisect as we are seeing No enough builds to bisect error while bisecting. Hence providing chromium bisect.
