Visit https://plus.google.com What is the expected result? - Don't be prompted to "Add this site to your shelf". What happens instead of that? - (Intermittently) I am prompted to "Add this site to your shelf". Please provide any additional information below. Attach a screenshot if possible. This feature has a backoff where you should only see it once per 14 days maximum if you ignore it, and once per 90 days if you dismiss it. It shouldn't be happening 1-2 times a week. Can you please let us know what the value of chrome://flags/#bypass-app-banner-engagement-checks is? Also, can you please confirm precisely how often you see this.

> and once per 90 days if you dismiss it Arguably, users shouldn't have to re-dismiss a prompt every 90 days. But we can have that conversation separately. Sounds like there could be a bug, but if the user does have chrome://flags/#bypass-app-banner-engagement-checks turned on for some reason, then they're opting into a debug mode that always shows this banner.

I'm seeing this as well (on 63.0.3239.116 Chromebook, but not on desktop Mac) every time I hit G+. chrome://flags@bypass-app-banner-engagement-checks is disabled.

Hmmm. Very curious. #5: Can you please clarify how often you visit G+, and that every time you visit G+ you see the banner? Can you also check the value of chrome://flags/#enable-experimental-app-banners?
