What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and open devtools
2. Now go to 'Performance' section and record some activity
3. Now drag devtools window to RHS and click on 'Recordings' drop down list and hover mouse over second entry,observe
 
Actual: Blue highlight appears going out of the box in record drop down list
Expected: Blue highlight should be seen properly

This is a non-regression issue, seen from M-65 series from build # 65.0.3292.0
