Regression:Outline of sign in button doesn't appear properly after zooming the page to 125%

Chrome Version:	65.0.3311.0 (Official Build)Revision e475c8f306fab051ba9e7bcba48479691ee6b9b3-refs/heads/master@{#526879} (32/64-bit)
OS:Win(7,8,10),Mac(10.12.6,10.13.2),Linux(14.04 LTS)

What steps will reproduce the problem?
(1)Freshly launch chrome and navigate to https://www.google.co.in/
(2)Zoom in the page via ctr++ key upto 125 % and observe 'sign in' button.

Actual: Outline of sign in button doesn't appear properly after zooming the page to 125%

Expected: Outline of sign in button should appear properly after zooming the page to 125%

This is a regression issue broken in 'M65' and below is the manual regression range

You are probably looking for a change made after 522132 (known good), but no later than 522133 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Just to update:

We are unable to reproduce this bug on latest canary #72.0.3608.4 on Windows(7,8,8.1,10),Linux (14.04 LTS) and Mac OS X(10.12.6,10.13.1,10.13.3) OS.
