Downloaded exe files can't be run from "download bar" (if the file requires admin privileges that the user does not have)

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:57.0) Gecko/20100101 Firefox/57.0 Example URL: http://www.7-zip.org/a/7z1604.exe Steps to reproduce the problem: 1. Be logged in in windows 7 as a user without admin privileges. 2. Download an exe file that requires admin privileges to run (wait until it's done in the bottom "download bar"). 3. Click the file to run it What is the expected behavior? The file runs (i.e. program/installation starts) What went wrong? Nothing happens. No dialog, no program start, nothing. Did this work before? N/A Chrome version: 63.0.3239.108 (Officiell version) (64 bitar) Channel: n/a OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 28.0 r0 I have tested this on Windows 7 and Windows 10. On windows 10 you get a dialog for elevating privileges, but on windows 7 nothing happens. On both win 10 and 7 the files are downloaded and if you run them from the downloaded location they run as expected, it's just in win 7 when you click the downloaded file in the "download bar" in Chrome that nothing happens.
