Wacom CTL-490 (Intuos Draw) tablet support

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10230.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3299.0 Safari/537.36
Platform: 10230.0.0 (Official Build) dev-channel cyan

Steps to reproduce the problem:
1. Plug in Wacom CTL-490
2. Try to use stylus

What is the expected behavior?
When stylus is hovering over tablet, mouse should move. 
When stylus touches tablet, mouse should click.

What went wrong?
Moving stylus and tapping with stylus did nothing.

Did this work before? N/A 

Chrome version: 65.0.3299.0  Channel: dev
OS Version: 10230.0.0
Flash Version: 28.0.0.137

Other tablets such as old Wacom bamboo tablets and the CTL-480 seem to work for others.
It works on a windows laptop so hardware is in working condition.
