Chrome Web Store support section provides little help to users because email notifications are insufficient

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
1. Person A has a problem with a Chrome extension, and posts a request on the Support tab for that extension on the Chrome Web Store.
2. Person B responds to Person A's request.
3. Person A responds to Person B's response.

What is the expected behavior?
Person B then receives an email from the Chrome Web Store system that Person A responded to them.

What went wrong?
Person B does not receive an email from the Chrome Web Store system that Person A responded to them because all responses to the original request are posted to the same level.

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

With this issue, the Support section is rendered nearly useless and is not a good resource for users when they need assistance with an extension, because contact is lost quickly.

Able to reproduce this issue on reported version 63.0.3239.108, on latest stable 63.3239.132 and on latest canary 65.0.3322.0 using steps mentioned in comment#0. i.e; Not receiving any mails on response after a request.

This issue is seen in firefox. This issue is seen from M50 older builds. Hence considering this issue as Non-Regression and marking as Untriaged.

This might be specific to Webstore but not to Chrome browser. Could someone from Webstore team please have a look at this issue.

James - I know we've added email notifications for reviews, any plan to add email notifications for request / response under Support tab?
