Can not add billing address through autofill card editor |

Issue descriptionChrome canary: Steps to reproduce: 1) go to Settings/Autofill and payments. 2) go to Addresses 3) remove all addresses 4) go to Cards 5) try to add a new card, notice that the billing address field is not responsive.

I am looking at the Payment Request Card Editor. This is Autofill Card Editor. A good solution could be merging the two!
