PNG with transparent background not readable when opened in Chrome Gallery app

Project Member Reported by jgodinez@google.com, Jan 3 2018

Issue description

Chrome Version: Google Chrome	62.0.3202.97 (Official Build) (64-bit)
Chrome OS Version: 9901.77.0 (Official Build) stable-channel zako
Chrome OS Platform: HP/Zako
Network info: Irrelevant

Steps To Reproduce:
(1)Download a PNG file with multiple layers.
(2)Navigate to the local path once it is downloaded
(3)Open the PNG file using the native Gallery app.

Expected Result: PNG should be displayed normally like in the browser: https://screenshot.googleplex.com/yOKUqfitzZQ.png

Actual Result: The image is displayed but the Background gets black out: https://screenshot.googleplex.com/x0cYfLvdXyb.png

How frequently does this problem reproduce? sometimes, sample PDF file: https://drive.google.com/file/d/12qxuqXJTf-TDHoaeS1eMNDa_F5mp3-YZ/view?usp=sharing

What is the impact to the user, and is there a workaround? The impact is low since the workaround is to open the file in the browser.

Doesn't look like bug, WAI, seems more like background configuration FR.
