Steps to reproduce:

1. Open devtools on a touchscreen device
2. Ctrl+Shift+C
3. Move your mouse over the page
4. Touch the page and move the finger around on the screen.

Expectation:
3. The element under the mouse should get highlighted in the devtools.
4. Similar to mouse the element under the touch should get highlighted in the devtools.

Actual results:
3. The element under the mouse should get highlighted in the devtools.
4. Only the element for touch start will get highlighted and then it doesn't continue highlighting. It also kind of leaves the Ctrl+Shift+C mode.
