This is on my Trashcan Mac.

What steps will reproduce the problem?
(1) Open http://hammerjs.github.io/
(2) Scroll down the "Try It" section.
(3) Click and drag left and right in the Pan image.

Forking from 794690 to investigate cc side of the issue. An image is decoded at raster for a tile and from the trace it looks like we did not correctly analyze its position since we see it decode at raster and through a raster task simultaneously.
