"SetIconAPITest.Overview" is flaky.

This was duped into something that was closed as wontfix, but this test is still failing in network_service_browser_tests, e.g. https://ci.chromium.org/buildbot/chromium.clang/ToTLinux/3289

Given that (a varying set of) multiple test cases are timing out, I'd say the problem is not specific to SetIconAPITest.Overview, so let me dupe this into a more generic bug filed against network_service_browser_tests.
