The chrome/service Cloud Print related service needs to access the PdfToEmfConverter, which has been servicified.
Since setting up the ServiceManagerContext in that service was non trivial, we kept the PdfToEmfConverterfactory as a registered interface so that it can directly access it.
chrome/service will eventually be replaced by something independent of Chrome. We should remove that extra interface registration when chrome/service is removed.
