Warn before quitting doesn't work if caps-lock is on

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
1. Turn on caps lock
2. Turn on Warn Before Quitting
3. Press ⌘Q

What is the expected behavior?
A prompt for: Hold ⌘Q to Quit

What went wrong?
Browser window quits

Did this work before? N/A 

Chrome version: 63.0.3239.84  Channel: stable
OS Version: OS X 10.13.2

Able to reproduce the issue on reported chrome version 63.0.3239.84 and on the latest canary 65.0.3310.0 using Mac 10.13.1. As the issue is seen from M50 (50.0.2634.0) considering it as non-regression and marking it as Untriaged.

Note: Unable to check the issue on Windows 10 and Ubuntu 14.04 as the flag "Quit notification for hosted apps" is not present.

There is an old  issue 137856 , which was archived in the meantime (probably inadvertently?!).
