GPU process is going crazy, draining my battery

Issue description

Chrome Version: 64.0.3282.39
OS: macOS 10.12

What steps will reproduce the problem?
(1) Reboot machine
(2) Launch Chrome

What is the expected result?
The GPU process should be idle if no renderers are active.

What happens instead?
The GPU process is consuming 77% CPU (1.2GB address space) and the browser process (as a result) 99% CPU. The most-active renderer process is consuming 1.5% CPU, i.e. it is inactive, or at least not doing enough to warrant 77% CPU from the GPU process. Quartz Debug shows that no drawing is being pushed to the screen.

Attached are Activity Monitor samples from the GPU and browser processes, and about gpu. Here are my Finch variations:

Status: WontFix (was: Untriaged)
Not sure if this was pilot error (I believe I had the Task Manager sorting by the CPU column but now I can't be sure, so it may be that a page was doing a lot of drawing somewhere and I didn't see it's CPU usage). Will reopen if I can reproduce (I restarted Chrome).
