2- Enable voice over from device settings.

Steps to reproduce : 
1. Launch chrome.
2. Tap on Menu > tap on bookmarks
3. Tap on Mobile bookmarks.
4. Keep scrolling the voice over cursor 

Observed results:
New Folder position changes

Position should not change
